As a lifelong registered Republican, I wish to express my strong opposition to the recent change in bylaws of the Party that blocked the signature path for a person to become a candidate for public office.  I think primary elections should be held to choose a candidate among all those that would like to be considered to be the Republican candidate for that office. This is what democracy looks like to me. To have the candidate chosen by the caucus method or by the SSC and required to pass a “purity test” to insure the candidate agrees with and supports every item in the platform feels more like a dictatorship where a few men with power and influence seek to control the party and dictate to the members of the party what they have to believe and support to be a Republican.  The party platform should also be determined by the will (vote) of the total membership as well. Better ideas and goals will result and better candidates with stronger support by the membership of the party if the membership as a whole have a voice.
The passage of the recent change in bylaws by the “gang of 50” looks to me like a power grab by an extreme right group of the party wanting to control the candidate selection process to insure their ideas and desires are implemented rather than to represent the bulk of the members of the Party.
Who is the Republican Party is it just the SSC or does it consist of all registered Republicans?  We believe in government by the people, not by a small group self-serving political activists.
The SSC should represent all the members of the party.  Is the SSC really in touch with the desires and feelings of the Party members?  Occasionally a questionnaire is sent out which on the surface would seem to be soliciting the input of party members, but in reality, the questions are so badly worded that it becomes clear there is no real interest in what the members think and support but only in soliciting support for what the leadership has already concluded and of course to raise money.
If the present trend continues and the path to candidacy for public office is restricted as the new bylaw dictates, I may have to leave the Party.

 I could not believe the news broadcast when I heard on February 24th that a group of delegates on the Utah Republican Party’s State Central Committee voted to enact a bylaw which provides that Republican candidates who choose to seek our party’s nomination through the signature path method currently allowed by state election law will be removed from the  Party and will not be valid Republican candidates (even though State Law permits this very process). Moreover I was shocked that this action was led by members from Davis County and  Chairwoman Teena Horlacher. In my opinion this action is totally objectionable, appears to be in violation of state law and is unbelievably narrow minded by those persons who took it. How can you believe that fewer citizens participating in our Party nomination process, or excluding them from our party, is the correct path for our Party to take? Moreover, how can you think that candidates who must get signature approval of a large block of Party members are less worthy of Party consideration for public office? I am appalled by your selfish and close minded attitude and disregard for the opinions of other members in our Party.
 
We currently  have a very small portion of the registered Party membership attending our caucus meetings and this effort was a means to permit more inclusion for the Party and openness for those persons not approved  by or participating in the caucus system; it permits those persons to run for office who could obtain the required number of signatures showing their broad Party support, should they truly want to participate. Moreover, it was an agreed upon compromise to settle a law suit that our Party leadership approved. Many Party members disliked the compromise but to take an action that violates state lawand potentially could exclude all of our candidates from being eligible to run for public office under current state law, suggests  an “I do not give a damn” attitude on your part and disregard for anyone’s opinion but yours and goes to extremes to get what you want.  This was not an act designed to get broad Party support nor inclusive of Party opinion, Party leadership or democratic. I certainly thought that our Party has more open and inclusive leadership in thought and action than this action evidences. I simply cannot defend, nor approve this action and am totally embarrassed for our Party by it.  
 
Please know that I will work with other Republicans, such as out state leaders, to overturn this reprehensible action and hope in time that you will see how unAmerican, unRepublican and unacceptable this action to exclude others is.
 
Please think about what you have done and work to overturn this action and work for a more inclusive nomination system  —  not  a less inclusive process.

The caucus system should have no business in the voting of the state of Utah.  I’ve been to caucuses in Utah and there are several problems with the system.

The voter turnout is very low at a caucus.  You are not seeing the “majority” of the voters but a small group.

The groups tend to me “fringe” groups.  That is because these people who are very passionate about politics usually have views that are much different than the general public.  In our last election, Gov. Herbert lost the caucus but got on the ballot and tromped his opponent.

This puts the winner of the caucus beholding to the small group of people who elected him.

Another case in point was Sen. Bob Bennett who would have won in the primary hands down but the minority of voters who wanted him out took over the election process and got rid of him, despite the consensus that he would have won the primary.

Those are 2 examples just recently that prove that the caucus does not work, will not work and should be abandoned at this point in time.

I am very concerned about the emergency meeting that was held by the SCC and action was taken that highly impacts the Republican Party.  I have watched the video.  Committee members actions were completely out of control and down right rude to the chair.  I do not support these actions and am ashamed of the conduct of my elected delegate, Layne Beck.

I do not support the law suits nor the initiative “Keep My Voice.” Along with that, I would like to express concern over the “Certifiation for Candidates” which requires them to sign or their membership will be revoked.  Who is the judge of a candidate’s support of the Republician Party Platform?  All voters make that decision.

When I read about the meeting on Feb 24, 2018 in the paper, I was speechless.  Regardless of whether or not you approve of SB54, the move on the 24th to kick out any Republican candidate who becomes a candidate using the signature path was a classic case of  “throwing the baby out with the bath water.”    The consequences of this bylaw are incredibly damaging!  From what I have read in a couple of different newspapers, there is a great chance that the Republican Party will no longer be considered a qualified political party.  It sounds like in voting for this bylaw, you just ensured that candidates will have to run as independents instead of Republicans.  Yes, candidates who gained their candidacy through signatures, won’t run as Republicans, but neither will anyone else!   Unfortunately, many Republican voters do not take time to study the candidates and vote for candidates solely based on their party.  Although I personally and firmly believe in taking time to study the candidates and issues, realistically, many voters do not.  Your rash action to vote for this bylaw has weakened our party like no outside force could.    As a loyal and active Republican, I urge you to repair this reckless action immediately.

This is very upsetting to me.  The whole purpose of our caucus system is it necessitates the candidates actually meet and interact with those whom they pledge to serve.  Without this system we will simply be voting on whoever can afford to run the most commercials, print the most bumper stickers, etc.  I want to engage my current representatives on all platforms so they see my face, answer my questions and respond to me feedback on a personal level.  This is a direct threat to our UNIQUE and beautiful system.

How dare you take it upon yourselves to change our system during an election year, without debate and without a full quarum.

Better to have too many candidates to choose from, than one that can simply fund a bumper sticker campaign.

I don’t have legal training but the current laws need to be followed. What is reported sounds shady on your part. People who were on the ballot because of signatures seemed to work out okay in the past election. Since moving to Utah a little more than 20 years ago, I have always thought the Caucus system was really strange.

I don’t know all the proper protocols, but I do know that we need fair and honest election procedures that let our votes be counted.

I wonder at this point what the process is to change the number of people needed to gain a quorum so major changes like this can’t happen without more people present. I was given your contact information so I could express my opinion to you about your decision to kick out anyone on the ballot who got there by a signature route. I disagree with your decision. In fact, I support the elimination of the caucus system completely. I don’t think most registered Republicans even know what a caucus is, how it works, or why it matters. I also don’t feel like my delegates always represent me or my vote. I feel strongly that every registered voter has the right to cast their own vote. I also think we should spend more time encouraging people to vote and educating them about candidates and important issues, and less time drawing negative attention to our party and coming up with new ways to push candidates and voters away. I am trying my hardest to get people to go to our local caucus meeting, and in my mind I know I am going to have to explain how 51 people made it so we might not have candidates on the November ballot. ​I don’t know the details of what is going on, but the whole idea of the law to let people get on a primary ballot through gathering signatures was to give the everyday Republican voter a way to get past the ultraconservative activists that do not represent most Utah Republicans.  Do NOT make it a crime for a person to try to bypass the caucus system.​

I understand the delicate balance between the party being able to determine it’s own candidates and having a small group of ‘good ol boys’ who are playing favorites.
In some circumstances, I support the idea of the caucus and convention system.  In particular, if a rogue candidate who does not support republican values were to try to run as a republican.  Unfortunately, we see many of those in congress now (RINOs).
On the other hand, we’ve had good solid strong conservative / republican candidates that the party has intentionally overlooked.  Therefore that too is a concern.
After carefully weighing both sides, I think it is better and safer to allow people to collect signatures and get on the ballot that way than to limit the candidates to those supported by a handful of influential people.  As a bonus, it will save a ton of money if the party will simply stop fighting SB54.

I don’t know who this email belongs to, but as a solid conservative, I am very concerned about what the wording of the by-law that was supposedly passed last week.  It sounds “arbitrary and capricious” which is another way of saying it violates principles of “Due Process of Law” secured by the U.S. Constitution, the Utah Constitution, and I think, “Roberts Rules of Order.”  For example, does it only apply to the 1st and 2nd Districts?  That is odd.  If so, does someone want to remove Rep. Rob Bishop?  Why?  Do they want to remove Rep. Stewart?  Why?  I think they are pretty conservative last I checked.  But it also applies to County officials I have heard.  One County official already had his signatures complete and filed before the Central Committee’s vote, so apparently he is now not a Republican retroactively?  Does that not offend principles of Due Process?  Do the people that voted for this change have contempt for Due Process?  Could anyone call themselves conservative and have utter contempt for Due Process and fundamental fairness guaranteed by the state and federal constitutions???

I am 71 years old, a Republican all my life.  I have been moderately active since joining the young Republicans while attending BYU.
I’ve served as Precinct Chair, vice chair, sec. various times in my life.  I’ve done canvassing, calling to get out the vote, etc..
I’ve  been a State Delegate 4 times.
For the past 8-10 years I’ve watched the party deteriorate to a less inclusive party.  I’ve had to ask myself if I should leave the party.  There isn’t a party that is appealing to me right now.  So, I guess I would have to be unaffiliated.
I tell you this so you’ll  know that I do not support your efforts to control the candidate selection or any other action that tends to reduce
more citizen involvement in the political processes.
Time will tell whether your short sighted actions will result in an exodus from the GOP.

I am not happy with how some in the Republican party have been trying to take away my vote.  I used to attend the Republican caucuses ​to let my voice be heard.  But I learned you cannot trust the delegates the caucuses elects to follow the will of the group that sent them.  Also, for several years now I have not been able to attend the caucuses because of other commitments I have.  The caucuses are an impractical way to elect who gets on the primary ballot.  I would prefer being able to vote for myself on who gets on the ballot and be allowed to do that when my schedule permits.

1) Nominate one of their small faction extreme right wing conspiracy theorists
2) Move to close the voting
3) Second the motion

5) Repeat one or two more times while the majority of people present who are now appalled realize what is going on and put a stop to it. By then this small unethical, vocal minority have more representation than they would have otherwise.
The type of behavior by these type of individuals and by your “Gang of 51” is reprehensible and has turned me off completely to the caucus system.
Until the caucus system is completely eliminated, I support the hybrid system where there is a path through the caucus and via a signature gathering method. Go ahead and use your unethical nominating tactics to preserve your gang, but please quit trying to suppress my vote and give us a choice.

You are begging for a straight loss of the two party system you claim to love by having the count my vote people pass a full on amendment like they were going to do before because you continue to fight against something that isn’t worth it.  If that makes it onto the ballot, you will lose.  I guarantee it.  Gail Miller would dance on your graves.  You will  lose the fight and lose the war.

Get in touch with the majority of your million member voters, and not the 75 people out of that million that think like you.

I, for one, think about the only sane person there is the chairperson, who you try to get rid of every time you meet.  You can keep shouting at the rain or actually work on getting qualified candidates that can actually do a good job in office in the races and on the ballots so we can affect some decent change in a do nothing stalemate climate that exists now.  Signatures or Caucus, I could care less, but if you keep pushing, you will see the death of the caucus system come, and fast, as Utah isn’t what is used to be, and the more people that move here, the less the good old caucus system seems to appeal.  Add the fact that you are making it impossible to gather signatures and have an alternate pathway, and your caucus death is assured and the eulogy will be short.

I joined the Republican party in Utah back when the state was controlled by Democrats.  Little by little we began electing Republicans and now the opposite is true.  We control the state.  Our major problem over the years is not with rhinos or those who didn’t perfectly  measure up but with those who were self serving and or dishonest.  We sent most of those home packing.
The approach taken by 51 delegates reflects poorly on the Republican party.  Even our founder, Lincoln, would have been ousted by such purists.

To me, this is just another ploy by the Utah Republican Party to disenfranchise voters. I’m not originally from Utah, and several of its laws do astound me, but, for me, the most egregious are it’s election laws.

Since college, I’ve made it a point to thorough investigate all candidates for all offices which are running for election, including primary elections. Several years ago, wishing to become more involved in the Utah election process, I attended a local caucus meeting. Since I’d always been able to vote in primaries and never been exposed to the caucus process, I was looking forward to an educational experience.

I attended the local caucus meeting and was astounded at the process. Each candidate presented how long each had lived in Utah and our local area, discussed their spouse and each of their children detailing their activities, discussed their job history and church activities. Not a single one discussed the issues. I’d researched each of the candidates running for office and knew their positions on the issues which concerned me and I wanted to vote for the caucus candidate which would represent my views.

When the floor was opened for questions, I asked each candidate for their positions on the issues. None would provide an answer. When I asked which candidate for office they would be voting for, everyone said that they would make up their minds when they were at the convention. Since I had no way of knowing if any of the caucus candidates would represent my views, if they even had positions on the issues or if they had done any research on any of the candidates, I left without voting and will not waste time in attending any future caucus meetings.

The attempt to bar any potential candidate who has not gone through a process which is not representative of the populace is yet another reason why this lifelong registered Republican is reevaluating his commitment to the Republican Party.

I wish to be cordial with this email and I sincerely appreciate those who are willing to volunteer their time and attention in political leadership and service.  Please remember the regard I have for the service of those who volunteer.  Even so, I have some very strong concerns and objections.
My disaffection with the Utah GOP leadership has been festering for some time.  The compromise between the caucus system and the gathering of signatures for ballot inclusion makes sense to me I like the caucus system, yet I believe it was abused in the transition from Bob Bennett to Mike Lee.  I enjoy going to caucuses and I would like to keep them.  Yet, I see the need for another path as well.
As I have watched the headlines of what is happening with the Utah GOP leadership, I am getting more and more dissatisfied.  Because of the intransigent response of the Utah Republican Party to the caucus / Count My Vote compromise, I am very disgusted.  Please know that these decisions in the last 4-5 years are the the impetus for me to both openly support removal of the caucus system and working toward passing a referendum requiring state-wide primaries in its place.  The damage to the Utah Republican Party is deserved because of what I would characterize as a prideful, short-sited response in the leadership.
 
By refusing to compromise, that which is treasured is jeopardized.  Either change to accept the compromise or the caucus system will be removed.
I know that I am a “nobody” regarding Republican Leadership.  I have only been a registered republican for all of my voting years and I have only served at the delegate level over that time.  Sadly, few people have been willing to really listen to understand the concerns that I have observed.
All the best – I hope for success for the Utah Republican Party with the only exception of the work against keeping the compromise.  It is time to change and I would appreciate leadership in keeping the caucus / Count My Vote compromise.

My name is Darrel Watt.  I live in Layton. I’ve been an active member of the Republican Party here in Utah ever since I left behind the party of my father as a young man back in the sixties. He and many of my family were good Democrats.  But I chose a different path for myself as I came to understand the differences in the policies and interests and goals of the two parties.
I have hosted the old neighborhood caucus meetings in my home several times. I have served in the local offices of those caucuses and as a state and county delegate several times.
In recent years the actions of the central leadership of our party has given me some mental and emotional “heart burn” and no little distress.  And now we have this new bylaw that would cause us to remove not only our Republican support but even the Republican name from individuals who are not deemed to be “Republican-enough” by some chosen few, who think they represent the desires of their party!  If I am alone in these concerns – then I suppose I am now in a position to lose my standing as a Republican.  But I think that I probably represent a large share of Republicans who still want to see ourselves as the party of Lincoln and not some elitist group who is ready to allow themselves to be ruled-over by the tyranny of a few who seem to consider themselves to have been ‘crowned’ into the positions they hold and ready and willing to rule as they see fit.
I’m tired of it!  I’m just plain tired of it! And I see no way to fix the broken parts because they seem to be surrounded by a group who feeds from the same trough and want to agree with whatever the party leaders preach to them.  I just don’t get it.  Have we lost our senses?  Or have we just lost our sense of right and wrong?
Whatever has happened to bring us to this place – we’ve got to change it.  Please, let’s get our moral compass working again.  If something doesn’t change soon, I fear that I might be forced to look elsewhere to try to find the kind of good, solid values that brought me to my party so many years ago.  Please don’t push us all away!!

 I am a disillusioned party member! I was a District Vice Chair but after the despicable uproar during the primary and ultimately the Presidential election I resigned my position. There is a faction that is destroying the Republican Party of Utah, with petty political shenanigans and vicious attacks on the current administration.
Get your act together or as a party you shall become defunct. Is that plain enough? Your party members are trying to figure out what we stand for, is it the rule of law or Machiavellian politics?
The law states that signature gathering is acceptable, period. If a faction wishes to go against the law, then the party is disqualified. No Republican candidate will appear on the ballot. What the hell are you doing. This is not for the greater good, it is about a small faction that has hurt feeling, wanting to sue the State via the party funds. The suit bled the party funds down, yet they persisted. They have no concept of fiduciary responsibility, they are acting like a couple going through a divorce, spending everything to ensure the other gets nothing.
Folks pull up you adult panties, let go of anything that does harm to the party and move on with life. Ensure we have a fair process, ensure each candidate is given the opportunity to solicit support, ensure any candidate that meets the criteria to be selected as “THE” nominee is fully supported by the party. If you can not coalesce the party, prepare to bury the party because the constituency will defect to another party and you lose anyway.

My husband and I have been delegates, as a result of the caucus process.  Participating made me realize that a very select few are holding onto the power and control.  There is no way that I could truly represent those I was voting for, because they are different from me and different from each other.  I participated in the caucus process because I was so disgusted that Bob Bennett was kicked out, against the majority of the voter’s wishes.  But, I really think the caucus now exists to consolidate the power base of the few.

You do not listen to the people.  You do not make me want to remain a republican.  If you continue on in your reckless and arrogant disregard of the public and their wishes, you will ruin the party in this state.  We weren’t afraid to vote against Donald Trump, no matter how “red” we are.  This country and state are to be run by the people, for the people.  Pretty sure that isn’t the reason you created a bylaw that is unacceptable to most of us.

Please fix the bylaw change you called for this past Saturday. It is endangering the candidacy of Republicans statewide and we hold you personally responsible if we don’t have Republicans on the ballot.

I wonder what will happen to your credibility if we don’t have any Republicans on the ballot.  Maybe you should think very seriously about that.

I believe the caucus system is rigged and broken.  I can go to my Caucus and ask if my candidate supports say Curtis but if the majority vote otherwise my voice is lost. I believe candidates should be chosen by a primary election whether they get on the primary ballot by Caucus or signature petition.  Then my personal vote will countThen that name will go on the final  ballot for the election.

I reside in Davis County and have been very disappointed in those who would like to restrict voting rights (I’m thinking of Casey Fischer and Teena Horlacher from about a month ago) and create purity tests for members of the Republican Party.

I consider myself a conservative and a constitutionalist. I have studied the Constitution and the Federalist Papers and I want us to remain a Republic. Our federal government is entirely too large and way over-budget. However, I also consider myself to be part of the “working middle” – those who understand that we need to work together with those who think differently than us.
The GOP has a majority in Utah that leaves some people underrepresented. The leadership in Utah should lead out with humility and communication, not polarizing actions like this. There is a time and a place for things to be done. They’ve shown themselves to be willing break a law in order to get what they want. That is not America.
I will attend the GOP Caucus in my neighborhood, but will likely leave unregister from the GOP. Maybe it’s had too much power for too long and now has allowed corruption and impatience to be the rule of leadership. I may agree with some of the same end-goal – to return to a balance of powers, increase free trade, and reduce the size of the federal govt., but I do not agree with the way they are going about it. I will call for Teena Horlacher to be replaced. I have heard she is a good person and likely I agree with her in many views on the role of government, but her leadership has proven to be willing to disregard wise council and the will of many party members.

Thank you for this message.  I was appalled  by the actions taken by this small group of individuals. As a life-long Republican, their actions defy the core principles upon which the pparty is founded—to uphold and honor the law. Their actions seem to be more about protecting their power than by doing what is best for the party and the State. When the legislature passed SB 54, they represented the voice of the people. To ignore this fact runs counter to the foundation of a representative government—so disappointing.   Please feel free to pass along my opposition to their actions.
